Surveillance Policy

1 Introduction


1.1 Shing Long Pty Ltd is the owner and operator of Kool Space Indoor Playcentre & Cafe (Kool Space, us, we, our).

1.2 Kool Space utilises surveillance technologies such CCTV at its Premises.

2 Purpose and scope


2.1 This policy sets out how Kool Space adopts and uses CCTV at its Premises.

2.2 It applies to all Kool Space employees, contractors, and directors that make decisions about, and deal with, surveillance technology including CCTV equipment.

3 Relevant laws and obligations


3.1 The Surveillance Devices Act 1999 (Vic) regulates the use of surveillance equipment in certain spaces. Kool Space will ensure that CCTV will only be used in spaces where a person would reasonably expect to be publicly observed.

3.2 We will handle all CCTV footage that reasonably identifies staff and visitors in compliance with the Privacy Act 1988 (Cth) and our Privacy Policy.

4 Use of CCTV equipment


4.1 What is CCTV?

CCTV is a form of video surveillance that enables data signals (video footage) to be transmitted from a video camera to a limited number of monitors in the form of a video recording.

4.2 Purpose of CCTV

We use CCTV cameras at the Kool Space Premises for the following key reasons:

  • The known presence of security cameras may detect and/or deter behaviour that is non-compliant with our terms and conditions of entry or codes of conduct.
  • Kool Space is an environment for children to play safely and always feel safe. CCTV cameras can assist to monitor for activities that pose a risk to health and safety, capture near misses and incidents so they can be prevented, verified and investigated.
  • CCTV cameras can assist to identify criminal behaviour and assist police to verify and investigate incidents, including to identify perpetrators through the use of CCTV footage. This preserves the safety and wellbeing of all staff and visitors.

4.3 Use of CCTV

We may install CCTV cameras in the following spaces and in accordance with relevant laws:

  • play areas
  • other common areas and shared facilities accessible to or used by staff and the public where a person would reasonably expect to be publicly observed (for example, the café area);
  • outwardly facing entrances and exits.

We will not install CCTV cameras that can view:

  • any spaces that where privacy is paramount, such as bathrooms or baby change rooms.
  • staff break out rooms.

4.4 Privacy and security

The following privacy and security conditions apply to the use, disclosure and storage of CCTV:

  • Where CCTV is in operation, we will provide signage and/or notices which are easily visible and accessible.
  • Any CCTV footage captured will be accessible only to relevant Kool Space staff, password protected and only accessed when necessary for the pursuit of security or safety purposes.
  • CCTV footage will not be shared with the public or media outlets at any time
  • CCTV footage may be shared with law enforcement bodies such as the police where required or permitted by law.
  • Requests to view or access recorded CCTV footage must be made to and assessed by the Kool Space Director.
  • Recorded CCTV footage will be deleted after 28 days, unless it has been accessed or used for the purposes described in this policy, or there has been a request to view or access footage, which may require us to retain the footage for a longer period.

5 Definitions


5.1 CCTV means closed-circuit television equipment, is a form of video surveillance that enables data signals (video footage) to be transmitted from a video camera to a limited number of monitors in the form of a video recording.

5.2 Premises means the Kool Space Indoor Playcentre & Cafe located at 300 Boundary Road, Dingley Village, Victoria.
